Lisa Hurley has practiced law and worked in the governmental affairs arena in Florida’s capital city for almost two decades. She joined Smith, Bryan & Myers (SBM) in November 2016 and has extensive experience in local government issues having served as the Legislative Director for the Florida Association of Counties. In that role she coordinated and led the statewide legislative advocacy efforts for all of Florida’s 67 counties on a wide array of issues related to healthcare, economic development, land use, environmental regulation, public safety, criminal justice, finance and tax. During her tenure, as Legislative Director she helped develop a well-respected, strategic thinking lobbying team and built coalitions that proved highly successful in delivering wins to Florida’s counties.

Over the years she has formed strong relationships with decision makers in Florida’s executive and legislative branches, state agencies and local governments across the state. She is known for her tenacious advocacy and passion for her clients’ issues. Lisa is a lawyer with considerable experience in administrative and civil litigation, having previously practiced at global firms Akerman, LLP and Foley & Larder, LLP, where she focused on insurance defense and procurement law.

Lisa has a background in the public sector having served as Special Counsel & Deputy Secretary at the Department of Management Services under Governor Jeb Bush where she, among other things, oversaw state purchasing, the implementation of MyFloridaMarketPlace, fleet management, private prisons and negotiated large procurement contracts. Lisa previously served on the Board of Veterinary Medicine having been appointed by Governor Bush and reappointed by Governor Charlie Crist.

Lisa is a graduate of Florida State University where she received her B.S. in Economics and J.D. from FSU College of Law. She is active in the Florida Association of Professional Lobbyists, Teen Court and other various charities. Originally from Stuart, Hurley lives in Tallahassee.
